GREEN VALLEY COUNCIL IS HERE FOR THE BENEFIT OF THE HOMEOWNERS IN GREEN VALLEY.

Green Valley is an un-incorporated community.  City services are delivered by Pima County, but there is no local office for citizens to call for information or help.

The Green Valley Council was organized in 1978 to enable Homeowner Associations to speak with one voice when communicating concerns to Pima County.  70 HOA’s, representing more than 22,000 residents, are members of the Council today.   (We currently pay $7.50 per home in annual dues for their services).

The Council functions much like a town council, working through committees that address the needs and concerns of the community:  Planning & Architectural, Traffic & Arroyos, Health and Human Services, Community Services, and Environmental (water, air quality and solar) .  These committees are staffed by more than 180 volunteers from member HOA’s.  Pima County is represented on many of the committees. Supervisors established objectives for the Council in 1989.  While the Council has no legal authority, it is recognized by both the County and State, and its recommendations strongly influence the decision making process at both levels of Government.

The Board of Representatives, the Council’s governing body, meets monthly; meetings are open to the public.  Our County Commissioner, Ray Carroll, and representatives from our Senatorial and Congressional offices attend regularly.

SUBJECT:        President to President Letter

The following are topics that I hope you will find informative and useful in the daily operation of your

Association. I also hope that you will share this letter with the members of your HOA/POA so that they too are kept informed on GVC activities. If you or any of your members have any questions or comments concerning these topics, please contact the GVC office at 648-1936. We look forward to your active participation with the GVC.

Household Hazardous Waste

Last Saturday morning, residents within the Greater Green Valley area turned out in mass to participate in the semi-annual Household Hazardous Waste collection program. While not all of the results are known at this time, it was the largest collection in the twenty-five (25) years that the program has been in existence. In a four hour period between 8:00 AM and Noon, 947 cars representing 1146 households past through the line, with some waiting almost an hour! This far exceeds last October when 751 residents dropped off 8-1/2 tons of material in four hours.

As many of you know, Pima County has decided to discontinue the program with the City of Tucson, because of the high cost and no participation by the towns of Oro Valley, Marana and Sahuarita who receive the benefits of the collection without making any monetary contribution. We fully understand the County's position, but we feel that the residents of Green Valley deserve further consideration in light of our successful and overwhelming participation each and every year.

Through Supervisor Ray Carroll's office, we requested and received a cost estimate for the Green Valley collection from Andrew Quigley, Tucson's Director of Environmental Quality who is in charge of the Program. In reviewing the Collection Expense Summary, from a past year, it shows a Grand Total of $12,568 for a "Large Collection." We have some questions on the overall cost and are asking Mr. Quigley's office for clarification. In any event, we are now told verbally that it will cost approximately $14,000 for the next year's single collection. We will keep you apprised on our efforts to continue this program. Meanwhile, we would like to acknowledge the contribution made by Jim and DeAnna Walker of Radio Station KGVY. They provided advertising of the event in their publication of KGVY Community Quarterly and in addition, contributed $1,000 to the shredding services offered to residents.

Preferred Vendor Program

For the past couple of months, we have been publicizing a new service for the members of the GVC —The Preferred Vendor Program. Discussions with residents about the merits of this Program have all been very positive and we are prepared to launch it, except for one little issue. WE NEED MORE VENDORS!

Most of you have utilized the services of a landscape contractor, a gardener, a handy-man, a carpet cleaning firm, an electrician, a plumber or some other trade that met or exceeded your expectations. Do yourself and your neighbor a favor! Take a minute and call our PVP Director, Lynda Campbell and give her just the name and telephone number. She will take it from there and qualify the person or firm and if acceptable, add to our Preferred Vendor Provider list. Lynda's telephone number is 444-6760. Your prompt response will be most appreciated.

The Buffelgrass Campaign

Under the direction of Tony Strungis , Chair of the Buffelgrass Committee, plans are moving forward to control the invasive and highly volatile weed that exists throughout Green Valley. In order for this Program to succeed, we need approval to access the Common Areas of your Association. Representatives of member HOAs/P0As that attended last week's Board of Representatives meeting received a release form which is supposed to be signed by an officer of their Association and returned to our office. If you received the form, please sign and return it as soon as possible. If someone from your Association did not attend the meeting, please stop by the office to pick one up or call us at 648-1936 and we will mail you a release form. IT IS IMPERATIVE THAT WE RECEIVE THE RELEASE IN ORDER FOR THIS PROGRAM TO BE SUCCESSFUL.

A few residents have expressed concerned over the use of Roundup as an application to kill the Buffelgrass. Please be assured that the application will be under the "watchful eye" of a member of our Board, who in his "other life" was in the agri-business and is very informed on the use of Roundup. Furthermore, it will be applied by a professional landscaping firm with years of experience working with Roundup. Also, keep in mind, this is the first year of a three-year program to conquer Buffelgrass.
